Needless to say, government bureaucracy is notorious for being ponderous and inefficient. However, in most cases the true inertia is created by middle-management careerists who are mostly interested in covering their butts and clawing their way up the pecking order. They are not the union members. In any case, think of the union-busting as deregulation of the workplace. What we know about that is that employers will take advantage of employees in whatever way possible, given the opportunity. Give 'em an inch, they take a mile. In time, those companies will become organized, even if it takes years of work by the NLRB.
