So, assume that Iran, Iraq, Syria (+Lebanon), and Saudi Arabia are pouring gasoline on the fire, and Hamas, PIJ, Al Aqsa, Fatah etc are still fighting, and Hizbullah itching to get started?

I can't think of any possible peace plan under the circumstances. Who would even come to the negotiations? Israel has one government, that can make peace or war. But who could even sit on the Palestinian side of the table? Who has the capacity (let's not even mention the desire) to deliver any sort of a peace?
