What are the characteristics of the "axis of evil" states that distinguishes them from other terrorist states?

- Evil dictator/untenable concentration of political power
- Resources and willingness to develop WMD
- Known willingness to use said WMD
- Willingness to export WMD to others
- Highly unstable political situation and an oppressed people

There are no doubt others; but Iran's oppression may be coming to an end. I think this has something to do with their occupying the least threatening slot within the "axis of evil".

Mani, that may well be true but I would like to see some significant expression by the Iranian people of what they consider their manifest destiny rather than the US automatically assuming that we know what's best for Iran and willingly take on the role of savior. In fact, I don't think its appropriate at all for us to play savior until the Iranian people have taken matters into their own hands and made the changes they so desire. Then we can talk about how we can help.
