No he did not.

Ignoring North Korea is not containing them. North Korea has admitted they have been violating the 1994 agreement. It isn't worth the paper it is written on.

He most certainly DID NOT contain NK. We get down the road 8 years and find that NK has been taking our payola AND building nukes at the same time.

HELL, CLINTON DIDN'T CONTAIN NK, HE FUNDED THEM.
