Of course not. That's why weapons inspectors won't work. You are totally reliant on Saddam to tell you WHERE he has his work in progress. Iraq is a big place to conduct a game of hide and seek.

Some innocents may well die. But it will be for the greater good, and that is the only sensible measurement one can apply. If we have to kill a few (and it WILL be a few -- we haven't had a war since Vietnam in which significant numbers of innocents were killed -- well, Kosovo, I suppose, but not under a competent leader) innocents in Iraq in order that we should be able to live in security, that's fine with me.
