I mean we pay for behavior, status, access, support.

Let us just focus on North Korea.
Read the various timelines available.
Sometimes things were going good, sometimes not so good.
Engagement, negotiation kept things going and we avoided armed conflict.

THe way the press represents things now it is like North Korean problems started 2 weeks ago and we are shocked at their attitude. None of this is news!
And they present it without cumulative information about the USA interactions and NOT sending Oil to provide heat for the people.

Now I'll retreat to my "selective perception" rock and roll.

If you read all the material I posted about North Korea going back to 2000 and still have your firm opinions (Which I summarize as: Go get them/stomp them out.) then never the twain shall meet.
