Kerry has promised to go after tax havens aggressively.
Most of them get around the under-staffed IRS investigators with their expensive lawyers and tricks. Not all of it can be wiped out but in these times of ballooning deficits we need every tax dollar we can get that's owed. And companies like Halliburton and Enron have been known to squirrel away their profits in the Caymans thereby avoiding taxation. The less of this in the future the better. When the very rich evade taxes it just sticks the middle-class even harder. It's not fair and it's not right. We're all selfish to a degree but doesn't mean we need to F our own country. The gisant Bush military build-up alone will mean we need more and more revenues. Where will they come from? Before we raise taxes we need to go after those cheaters who owe.
And yes there are laws against these practices which are routinely ignored or gotten around.
