The technology has been long overdue and I'm sure the Chinese would like to see their society appear more advanced than the US, which would be embarrassed by being left behind.. These kinds of technological "arms" races are highly preferred over those of the more violent kind.. And Chinese labor is still cheap enough for them to think big and still generally afford it..
