The Labor Unions fail because the mindset of the statistical block as being of one mind is a usurpation of voting rights and the independence of the membership, this is played out in the measure of truth, the one man one vote belief, is stronger than the collectivization of those votes to reward the union leadership. The Dems have two statistical problems unions & black voters. The blacks are beginning to see that their votes are used to enrich the apparatus and weaken the individual, they are beginning to see the damage that this has done to them. This will portend negatively into the cycle allowing the independent movement to gather steam.
