Now, why would that be shocking? When have politicians not done something that worked to their advantage.

The document lists 10 issues starting with the ``War on terrorism (Con't)'' and ``Protecting the homeland (Con't).'' There is no further elaboration

The 2004 ``Signature Issues'' list was part of a large collection of documents on the 2003 agenda prepared for review by Bush's staff, but not the president,
