Down at Timm's Ford I've seen them use 12" crappies for striper bait.

We get a crappie run on the river I live on where 12" is not uncommon at all and your 25 limit in a half hour is also not unusual. I think you folks do get some larger lunker crappie then we do as I think the largest I've ever caught was 18".

Oh and by the way did I mention that the Rams suck? <vbg>
