Repeatedly, I have said that no president will be mad enough to take this RISK.

No country is mad enough to risk nuclear contamination on its own land by attacking with nukes to a neighbour.

I said no country is dumb enough to nuke a neighbouring country, even if they are bloodthirsty enough. I did not say the risk of poisoning your own land and people is the only reason not to nuke a neighbour.
