Homeland Security was conceived by Democrats. The congress allocated 7 billion for immediate spending many months ago. Bush hasn't touched it. Yet he ran on being strong on Homeland Security. Our borders are not much safer than before and we have no new protection yet to protect us from shipping containers carrying WOMD. Bush held up Homeland Security when he injected a clause he knew Democrats who get money from the unions wouldn't be able to say yes to. John Kerry accepts no money from the unions.
