I don't know that the food and fuel went to the military.I don't know that everything we sent them for the last 9 years ever made it to the "PEOPLE". I don't know if they started working on the Reactor because they wanted to create energy for their population, create product for sale,
or simply have leverage in negotiations.

I don't know. You, apparently, feel confident in these facts. That's nice for you. I, unfortunately, do not share your conviction.

All I know is that there were no military threats, exchanges, or crises when an engagement policy was Strategy 1 for North Korea.

War wasn't threatened for a year or eighteen months.
When something went bad we bombed, used the UN, formed coalitions, used NATO, other alliances (Bosnia).

I do know we sent some money and resources North Korea's way and I hope if fed starving people even if some of them were in the military. Starving people are starving people.
