John, has anyone with responsibility in any part of our Government ever put out a document that wasn't a "political document".... Starting with the Declaration of Independence....????

Of course they have. But if a document is to be treated as one from the "House of Representatives" it needs to derive from some legitimate bipartisan processes. If it is a document of the "Leadership of the House of Representatives," i.e, the Republican leadership, then it should acknowledge that in the heading, not present itself as a "House" document.
