Bush-Karl Rove have decided to run on military and terrorism issues only in 2004. Because those are the only issues Bush has been successful on. even his tax cuts are now poo-pooed by 2/3e of Americans per today's poll. All his domestic policies are trouble for him. Major pollution ally, zero help on health care and education (except when he allied himself with Ted Kennedy once time), the economy bites the big one and womens rights and civil rights are Democratic issues which will matter. So Bush is perceived as the military leader. But watch John Kerry start chipping away at the military and terrorism issues until he gains the upper hand on them. After all he deserves to, he runs rings around Bush on both issues, warned Bush about Al Qaida pre 9-11, is a highly-decorated war hero who took three bullets and killed dozens of enemy while Bush was AWOL avoiding the war, and Kerry has been one of the leading most respected experts on the Hill on military, intelligence and foreign affairs for a long time. He also prosecuted BCCI Bank and Iran-Contra so he knows the dirty tricks of the far right.
