Well, I have no idea why anyone would proffer that not voting is voting no. I'd proffer not voting is simply not caring, or seeing no difference and letting others decide. That is apathy and that is losing one's essential diligence.

It also may be an understanding that in ones local area that one candidate has it won and ones vote will not change anything.

Unless you have extensive polling of non voters showing they did not vote as a rejection of both candidates, I find NO Way not to conclude your proffer is stupid.
