Samsung Royalties for GSM

The aggregate royalty is about 20%. So Qualcomm's rate is a bargain.

Doesn't Samsung have to pay royalties to someone(s) for the use of GSM technology? Does anyone know what royalty percentage that is?

Sometime back Andy Seybold stated in his "big talk" Q&A that Samsung paid 20% royalties on their GSM phones. I asked Andy to point me to the documentation to support that claim but haven't received a reply yet. I will ask him again.
