I think Bush is using political psy-ops on his own people, and many are so loyal or ignorant they swallow it hook, line and sinker. From him telling us how great the economy is, to blaming it now on Saddam, to telling us Saddam could attack the US to demonizing and now minimizing the danger of North Korea, it's all about fanning the flames to get the masses roaring and diverting their attention from real issues whenever his numbers start to fall. We have seen the WH memo telling us Bush plans to run in 2004 on counter-terrorism. Therefore he must keep us afraid of threatens, even imaginary ones, if necessary. I believe Rove knows they cannot run on any other issues. The new poll even shows Americans want to hold off on the Bush tax cuts knowing they are budget busters. So what else do they have? privatizing Social Security? The religious conservatives will alreasdy vote for them so what else can they offer with no more money to pay for it? Bush is turning American into a military-oil-big business oilogarchy dependent upon superior fundraising to propagandize the masses.
