wrt these state programs and there are many.... one thing that should be done immediately is look at the expenditures invloved. We are in a deflationary environment for many goods and services now... stuff is just plain cheaper and maybe some of these things like school lunches etc. can have their budgets reduced.

I'm not a scrooge or anything, I just notice that clothes and food are indeed cheaper and in some cases significantly... some of these programs could have their budgets cut by 1/3 and do ok, realistically.

You scare the sh?t out of me. That means we are doomed at State level as States have to balance budget.
