You might be right, but the major shortfall in most of states is in GPR (General Purpose Revenue), which are mainly in Correction dept. and part of it in DNR (Dept. of Natural Resource). For most of state gov., cut Medicaid funding does not solve much budget problem, because they lose the matching Fed. funding at the same time. And that is why some states choose to release the prisoners earlier, I guess.
