Its not so simple. The Senate doesn't just put in whoever he wants. The Senate or even the Republican party is not like a military orginization where the "commander in chief" gets whatever he wants. The president has a lot of influence in these decisions but he can't just name his man and have everyone fall in line. Friest had built his power base in the Senate and had a lot of support. He might have become leader had Bush not supported anyone, or even if Bush didn't like him.
