I think the real issue is that Samsung probably got into the reduced royalty pool on GSM in some way (through swapping some IPR) that is not all that clear to us.

No proof....but I think it is probable that this is the case. Samsung has margins in the 25% range for their telecom division and this is with half of the handsets that they produce being GSM. I see little chance that they could have margins like that if they were paying a 20% tax on their GSM handsets.
