Some questions. 1) what resources were not commited that would have guaranteed a win?

I suppose you're NEVER guaranteed a win. However, there is little doubt that had LBJ/McNamara been willing to provide overwhelming force we could have won in Vietnam, saving thousands of American lives. By trickling forces and materiel into the conflict, we effectively cut off our own noses. This was, of course, the origin of the now-famous "Powell Doctrine".

2) what was Nixon's role in fixing this? meaning that, since you did not mention his name as a member of the imcopetent management that lost the war, what did he do different than his predecessors to win?

In fairness, Nixon DID get us out. I believe that by the time he took office it was a lost cause. In general, I think Nixon inherited a huge mess (just as has every Republican president following a Democrat in 50 years).
