Is Saddam is a terrorist then so is every military dictator on earth. And so are many other nations and organizations which crack down on freedom movements right or wrong. Some of whom we support. Saddam's is not even an Islamic state. It is more like a Nazi state. Evil guy but not a terrorist. Bin Lauden is not an ally of Saddam's. However, they do share a common enemy. So who knows? But Saddam knows what would happen if we ever found any real evidence he was behind a terrorist attack on us. Would make Reagan's attack on Libya look like small cheese. Goodbye Saddam's palaces. And good riddance. Hey I wish we DID have some evidence like that so we'd have a better excuse for this war. Then I could feel a lot better about committing the bulk of our military there now. But Saddam a terrorist? Wrong term to use.
