Lu Tingjie, who was part of a group that prepared a report on 3G mobile technology for the Chinese government, said 3G licenses would definitely be issued in 2003, most likely to China Telecom, China Netcom, China Mobile and China Unicom. Back in December, China's Ministry of Information Industry Wu Jichuan said the government had no timetable for issue of 3G licenses and would do so only when the time is right. Analysts say the Chinese government is delaying handing out licenses because it allows more time for the TD-SCDMA technology, backed by the Chinese government, to mature. TD-SCDMA, developed by Datang and Siemens, is said to be more spectrum efficient and suited to the Chinese market than the two more common standards, CDMA2000 and WCDMA. Li Shihe, chief technology officer at Datang, said TD-SCDMA will be ready for large scale commercial use in 2004 at the earliest. Analysts say the government may ask either China Telecom or China Netcom to adopt TD-SCDMA. Li said many international telecoms firms are carrying out tests. He did not say whether the standard would be compatible with the other standards. "The technology is as good as the others," Li said, defending TD-SCDMA against criticisms that it loses signal in fast-moving cars. Datang will spend $120 million to develop the technology this year while its German partner Siemens plans to spend $50 million on the standard. Meanwhile, Unicom has purchased networks from its parent China United Telecommunications for 4.8 billion yuan (US$580 million). The firm now owns mobile phone networks in 21 of the 30 Chinese province where the parent company operates. Unicom is committed to rolling out CDMA2000 service and recently awarded a contract to Ericsson to supply CDMA2000 1X equipment and service to Unicom.
