SINGAPORE (Dow Jones)--StarHub Pte. Ltd. (P.STB), Singapore's third-biggest mobile operator, said a decision by regulator IDA to make operators roll out third-generation, or 3G, mobile services by end-2004 means StarHub must drop plans to test EDGE, a new technology considered a cheaper way to roll out 3G-like services than the Wideband Code Division Multiple Access, or WCDMA, standard. StarHub was looking to use EDGE, since it can be upgraded to WCDMA, but the IDA has specified the networks were to use WCDMA by end-2004, StarHub said.
