Everyone knows how to get off oil. Just decide to do it, allocate the funds for incentives, penalize the gas-guzzlers, reward those mightily who make breakthroughs and save us energy, then start building the new infrastructure. There are some major technical problems which need solving but they can be solved. They must be. Giving in to hopelessness would be a failure of our generation. American ingenuity. With the europeans helping too. A real global effort actually. The UN would very much get behind such a plan. Nobody's air is more polluted than the 3rd world's.
