A major factor is medical malpractice awards is, you guess'd it, medical malpractice. The change in the economics of medical care has caused health care providers to go over board in chasing efficiencies. Doctors are carrying too large patient loads. Doctors are not ordering enough diagnostic tests. Doctors and nurses are over worked. These factors are giving rise to medical errors. Who should bear the cost of those errors? Bush Administration says it should be the patient who pays.
