So if Iraq is invaded and US oil companies control Iraqi fields (in which case, they WILL have control over production, and hence the price) will they or will they not boost oil production such that oil prices will decline?

As a matter of fact, yes. Each company will have control over its own production - as it does now. Not over the production of other producers.

If foreign companies (American, Russian, French - it doesn't matter who) get involved in Iraq, it will be through developing new oil fields not currently developed and producing. The present Iraqi production is owned and operated by Iraq National Oil Company. So any future foreign involvement will result in an increase in production.
