Certainly, by someone -- there's little reason to suspect the pilots decided to hit the towers as a lark.

There are some questions about the passenger list, and questions on the recorded tower conversations, and radar tapes, which would show more clearly what happened, the paths taken etc. by all the jets, when notifications were made to NORAD, who did what when, why jets weren't scrambled, etc.

Some questions are whether, for example, the PA jet was taken out by missile, since that's the only way to account for the trail of debris; if the Saudi hijackers could have piloted the planes accurately enough at that speed to hit the targets. Etc.
