So, why is to so difficult for Uncle Scam to just point those weapons of mass destruction out to the inspectors.

They've inspected two hundred sites. So if the Iraqis lost count lost track of some junk they got from the garbage controlling Reagan. The books of Uncle Scam aren't exactly 100% either, the people used to disseminate "statistics" hasten to add disclaimers.
