"Justice Department officials are discussing whether to open an investigation into Republican special prosecutor Ken Starr's conduct and tactics. --Dan Rather on the CBS Evening News, June 17, 1998.

But he was a Republican prosecutor was he not???

See how the bias works? Dan could have said "Special Prosecutor," which was Starr's title. But he stuck in a little reminder to the CBS audience that Mr Starr was on the other side of the political aisle. Mr Starr was working for the Democratic Attorney General, but that little fact wasn't mentioned.
