Bushies make an art of of putting politics before policy. The most cynically political administration in history which has done the least for Americans and the most for itself and its campaign contributors. Bush spent a record 30% of his time last year fundraising. He has changed his rhetoric on Iraq a dozen times back and forth according to what the polls said. Want to know what he'll say next? Read the polls. Homeland Security was a Lieberman-Gephardt creation which was ignored by Bush until Rove realized how he could manipulate it to their pre-election advantage. Brilliant move. Fooled a lot of people.
