Indeed... Better to work with Muslim leaders because it's a mutually beneficial arrangement. Most Muslim scholars, I would wager, feel very uncomfortable (or at indifferent) with the militants.. But they are also politically "hamstrung" by virtue of needing to attract an audience of followers.. And if these followers opt for more militant positions, many of the scholars are obligated to teach what the congregation wants to hear.

Creating a centralization of religious dogma, in coordination with secular regimes, should stiffen the spines of these scholars in defying the militants.
