We had a guy in our unit in early sixties.. He attended maybe two or three meetings in over two years.. they kicked him out and put his name back on draft list. However, it was only after two years of warnings.. I am talking about low middle class neighborhood.No special higher ties here.. I never understood how he got away with missing all those meetings but nobody ever did anything ... He was a regular attendee for first year and half. My conclusion was lousy paper work. Like every place it takes someone to initiate the action.. Perhaps no one wanted to be bothered. g
