John, I don't think I have a single thing backward. (You may just need to re-read my post.) The carriers have indeed been talking about number portability. They then pressure to FCC to delay implementation. The FCC is without spine, captive of the industry it regulates. I am suprised some politician in Congress has not taken up the cause and chewed on the FCC for this one, delays in enhanced 911, etc. It is all possible, but it is just not desired. The public's interest is basically irrelevant.
