The Vietnam war had been going for years before the protesters and the populace as a whole decided that the war was doing no good. Your sympathetic police and soldiers were not there before it started and Iraq has not started yet.

Iraq knew for months that inspectors were coming. That gave it months to hide equipment and supplies and move them to other countries.

OF COURSE the inspectors won't find anything! Would anyone expect different?

Then when the inspectors leave ......
