Thinking out loud here, and without benefit of any research, it'd be my bet that if he's sent Cubans there, it's probably related to getting oil to his nation, or Cuban workers are getting waged jobs to help with oil exporting operations. I qualify, however, that this is just a guess on my part. I have no doubt that Fidel would provide such an explanation, perhaps even state that Chavez invited/requested the aide in order to get oil flowing again, flowing to Cuba that is, however, I would not be so quick to give Fidel and Chavez the benefit of the doubt.

I qualify, however, that this is just a guess on my part. Castro is still a committed Stalinist Communist. That bearded bastard never will give up on trying to install Communist Governments just like his. He still has thousands of Political Prisoners locked up at the Isle of Pines.

I have a little doubt: what are those Cuban WORKERS doing in the Army Headquarters in Secret meetings With the Loyal Army officers, The Political designers of the Revolution, The Political Leaders of Chavez Party, The Vice President, the Minister of Interior, The Chief Of the State Security Police and other such Nice Guys? Why are they coming into Venezuela by the plane loads on Secret Flights without passing trough Immigration, why many of them have already Venezuelan IDs, why many of them were spotted in National Guard Uniforms?? Why they already feel strong and start giving orders like Venezuelan but with Cuban accent. Since when Cubans have expertise in the Oil Business? No Offense Party Time, but you are there with the best intentions and we are here living a REVOLUTIONARY PROCESS.
