The problem in your suggestion is that without structural reform the trial lawyers would just increase the demands requested so the net result would be the same.

The trial Lawyers have become a cabal of self interest funnelled by their innate envy of other professionals in our society. Compare them to entreprenuers, vulture capitalists, CEO's, and untouchable oligarchs with their grip on the federal spigot.

These huge awards have allowed the trial lawyers to become a force in the DNC, they've become the chief mechanism to subvert the constitution. Using ways that at first; surprise everyone they incrementaly move the lefts agenda forward as a compromise and accomadation with those in political office who guarantee their advancing agenda.

These Lawyers want money and power commensurate to other professionals, envy rules this group, hopefully their are enough lawyers who still uphold the law and the constitution to thwart the most aggregious self promoters within their ranks.

We all better hope that a goodly number of those in the legal profession elevate the issue within their own ranks to slow the power hungry down.
