Good -- scholarship on this issue is what's needed. There's occasional commentary in the press, but scholarship is necessary to overcome the overwhelming propaganda where the terms of debate are defined by self-interested gov't officials.

Secrecy in gov't isn't for the purpose of preventing information going to foreign gov't, it's for the purpose of preventing the American people from knowing what gov't is up to.
