I was talking about nukes. Wherever the launch is from, and even before the nuke reaches its target, you know.

The only way to avoid this danger is to prevent it.

Except that there is no way to prevent anyone from making biological or chemical weapons.

Wrong question. There is nothing you can do to prevent a country from making a weapon.

The question should be "What do we do to make it impossible for them to USE those weapons?"
