You have no evidence so you're being purely speculative. In fact Bush did have some evidence Al Qaida was planning some kind of major attacks pre 9-11 but did nothing we know of to stop it. There is no such evidence about any Saddam strike. Saddam is an animal in a cage now. Everything he does is being watched with extreme scrutiny. He cannot attack anyone from where he is. Nor would he be in any way smart to do so. Would just play right into Bush's hands.
