I think what he is trying to say is that while tech has borne the brunt of the selling thus far he feels the other sectors will underperform both on the way down and the way back up. Maybe he thinks tech will have a v bottom and the others may get a u shape or something.

This is pretty much my thinking also. Look at the percentage advances from the october bottom and you'll see the same effect. Maybe the gubmint noticed also, hence the divvie tax cut.
