Could it have been that they were bled dry by WW2 - lend lease and the pounds (tons actually) of flesh which were extracted by Uncle Sam and the fact that they, unlike continental Europe, were not recipients of the Marshall Plan. But 'third world' is a little extreme I believe - London is still a key financial center for many markets.
