-gg- ... yes ... but you can't do this at the borders, to do it right, it must be all petroleum products period, foreign and domestic, otherwise you blow that fine old Uncle Sam myth of fair and free dealing ... maybe include coal at its energy equivalent, and call it the Fossil Fuel Tax ... no that won't work, you can't say tax in polite society, call it the Fossil Fuel Independence Declaration Initiative ... but be sure to get that four bits a litre up front -g-

Canada would join in, make it a norteamericano thing, because it's a good idea, and would help with the Kyoto commitment ... and yes by all means lower overall taxes where possible, just lower them elsewhere, to get your tech boom rolling and keep it rolling ... but it won't happen of course, for all the reasons elmat points out <sigh>
