The IGP said one of the terrorists stayed behind after the attack while the other fled away. "He confessed to the terrorist act without use of any third degree method," he said referring to the person caught after the incident. Shah told a questioner that the two persons involved in the act do not appear to belong to any operative or banned religious outfit.
