The Bush plan to make dividends tax-free would certainly re-align the markets some. Biotechs and other high-tech stocks would be hurt at the expense of cash-cow type stocks and utilities. I'd expect to see a stock like AMGN become dividend paying.

Hard to tell if this proposal will get anywhere, and what the details would look like if it does. I assume REITs would not be included. I (blush) bought some XLU (utility spiders) this morning in case it does.
