Could you explain the responsibilities for E911, carrier vs. local PSAP's.

I dont really have a very good handle on the mechanics of the E911 implementation.

My broad understanding is that the PSAP is supposed to indicate to the wireless carriers when they are ready to accept E911 data. There is some work that is then done by the carrier. The problem is that few of the PSAP's have been ready on schedule and those that have indicated readiness have not all actually done all that they were supposed to have done. If you believe PCS's filings, one of the main problems is that the LEC's havent updated their ALI databases to accept E911 location requests.

Here is a report by a consultant for the FCC about progress with E911.

It seems like neither the PSAP's or the LEC's have done their part in getting completely ready for E911. I really havent seen much that blames the wireless carriers (or at least PCS).
