Do you know if all of the position location- capable handsets on the PCS network need to be GPS1 (snaptrak) enabled, or in NOK's case can the be of another technology/ supplier?

My guess is that PCS would require Snaptrack enabled devices and would not support other standards. The A-GPS solutions require elements on the network side as well as the handset side.

Also, any other system that Nokia proposed (including a stand-alone GPS module) would need to be extensively tested by PCS.

I think the most likely path for Nokia is simply using Snaptrack's technology.

From the viewpoint of the FCC, I believe Sprint PCS is 100% committed to a handset-based ALI technology .. and the tighter accuracy thereof (relative to network-based technology). A waiver for some network-based ALI technology phones (EOTD, TDOA, e.g.) is unlikely IMHO.

I know of no handset-based ALI technology other than GPS.

ALI -- Automatic Location Identification
EOTD -- Enhanced Observed Time Difference
TDOA -- Time Difference Of Arrival
